Lord Brassey, ex-president of the Institute of Naval Architects and a recognised authority on naval matters, referring to Admiral Sir Percy Scott's statement that the seaplane and submarine will render battleships of little use in warfare, says he cannot contemplate the complete disappearance of big warships, which will long remain the lords of the open ocean. But a new type will be necessary for use in narrow waters.
