Count Ileventlow, writing in the ''Deutsche Tageszeitung," commenting on Sir Percy Scott's contention that the battleship is doomed by the submarine, says the German submarines are all ready for service, and are constructed for use on the high seas, which is by no means the case with other Powers' submarines.
