There was a possibility of a recrudescence of the war owing to Huerta making an announcement that he intended to°blockade the Constitutionalists at Tampico. He ordered gunboats to seize the cargo of the Cuban steamer Antilla en route to Tampico consigned to the Constitutionalists. i

Mr. Daniels, Secretary of the Navy, announced that there will be no change in the policy of the United States to keep Tampico open to all commerce. Huerta abandoned his intention to blockade Tampico, asserting that his desire was not to interfere with the peace negotiations. Diplomatic circles regard the action as proof that Huerta's intention is to abandon ihe Presidency whenever arrangements are made for the appointment of his successor.
