When the apparently endless debate on the Panama Canal Tolls Repealßill was about to end, the Senate Foreign Relations Committee complicated the situation by . reporting favourably resolutions providing for the submission of the question to arbitration.

The Senate's action has indefinitely postponed the final vote.
