CONTROVERSY

"The Times" says it is difficult to believe that the' wisest Indian leaders approve of the shipping of Hindus to Canada. The controversy is based on. the assertion that British citizenship involves the right of '.unrestricted entry to any part of the British Dominions, but free people have the right to say whom they will admit. An attempt to force the phrase beyond its legitimate meaning will only prejudice the-position of the Indians themselves. That the shadow of Asiatic expansion has already fallen upon Australia and New Zealand, "The Times" adds, is seen in the reluctance of the Australians to use Asiatic labour for the development of the Northern Territory, though an urgent need exists for such development.
