For two months- past the Black Hundreds in KiefF, Fastoff, Homel, Mohileff, Kovno, Grodno, and other south western parfs of Russia have been strenuously striving to organise pogroms against the Jews, and ~the authorities are adopting special precautions for the prompt and drastic suppression of excesses. Under the eyes of the police and local authorities the Black Hundreds have circulated in tens of thousands leaflets containing the most abominable charges against the Jews, and appealing to the worst passions of the ignorant and fanatic proletariat. Tin's murderous agitation has also been carried on in the pestilent broadsheets published by them, and, under the immunity from police interference which they enjoy, their hireling orators have from public platforms openly striven to pledge their audiences to a general onslaught upon the detested Yevrei. It is difficult to understand why the authorities permit this violent anti-Semitic agitation until it attains so dangerously threatening a character as to call for the most elaborately comprehensive precautionary measures.
