In the Reichstag, Herr Yon Jagow, Foreign Secretary, in opening the debate on the Foreign Office estimates, protested against the Press campaigns, which were playing with fire. He did not know of any real Russo-German antagonisms, and negotiations with England were being conducted in the friendliest spirit. He deprecated the importance attached to the utterances of a retired officer who happened to rattle his sword.
