M. Noulens; Minister of War, informed the Finance Committee that , the money voted for; building barracks tinder the triennium service .scheme is'exhausted, and he has asked the Committee to authorise him to proceed with the construction and to incur other expenses during the"'' triennium without waiting for further credits.
