President Wilson has; issued a serious reprimand to the officers concerned in the Carabao incident, characterising the songs and sketches as "silly effervescences of childish wit," and unworthy of American officers. .If, .he adds, such is their idea of fun, what must their idea of duty bo? It is understood that the courtmartial will be dropped. Last week President Wilson with-.1 I drew his honorary ■■ membership of the new military order of the- Carabao, comprising officers who served during the Philippine disturbances succeeding the Spanish-American War. Satires and jokes at tho Filipinos' expense at a.recent banquet caused the Presi- | dent's action.
