FORMAL DECISION ANTICIPATED

Washington, Oct. 29

The President has practically decided to nullify the five per cent shipping preferential clause.

The Attorney-General has decided that the discount cannot be granted to American Tjottoms Aviiiiout simultaneously involving the- ships of practically all other maritimo nations. The Administration therefore feels that the only course is to declare the clause inoperative.

The formal decision will be postponed until Congress meets in December, but. Secretary McAdoo . has-already suspended the operation of the clause.
