Tho Hon. T. Mackenzie, in his inter view on New Zealand's naval policy, stated that on more than one occasion the oversea High Commissioners failed to obtain admission to the Strangers' Gallery in the House of Commons to hear important debates. He argued that overseas official representatives should at least have as good a position as foreign ambassadors.
