Wellington, Oct. 14. A good deal of discussion took pla<* during committee consideration of theLand Bill to-night over the Government's new proposals regarding pastoral licenses. The Prime Minister declared himself against the auction system of renewal, a method which, in his opinion, had done much to bring the leasehold system into ' discredit. Under a better system these runs would be carrying millions instead of hundreds of thousands of sheep. While he did not believe in perpetual renewal, he favoured a more secure tenure.

At a later stage Mr Massey announced that ho proposed to introduce & clause making it compulsory for pastoral leases to be put up for auction after one ronewal had been granted. Mr Sidoy endeavoured to limit to future leases the .provisions of clause 47, which enabled a run holder to secure a'renewal from time to-time at » rental fixed by the land board,'but the amendment was negatived by 43 votes to 18.
