Sir Wilfrid Lander, referring 'to the naval question, said that at all of \he four Imperial Conferences that he attended a consistent attitude was maintained by Canada that she would attend to her own defence on sea and land, according as her wealth permitted. The Empire could live only by local autonomy. When Australia, New Zealand, Canada, and South Africa had fleets of their own all would be able to do a great deal for the peace of tho world.
