Tn connection with defaulting endets, the prewecuting counsel vi a number of cases pointed out that tho imposition !of fines defeated the intention of tho authorities, whoso object was that the .defaulters "'should'undergo training until they had reached the standard of efficiency. Parents in many cases paid the fines, and tho boys consequently were not penalised. The- Magistrate thereupon remitted th* fines, and ordered detention in barracks.
