(Received Ailg 5, 11.10 p.m.) ' Constantinople, Aug 5. The Grand Vizier warded M. Natchevitz, the Bulgarian represeiTNative, that tho Bulgarian atrocities on -turkish prisoners were exciting the troops, and unless they ceased it would be impossible to prevent an advance across the border.
