In reply to a question in the House of Commons, Mr F. T>. Acland, Undersecretary for Foreign Affairs, said that the Government was unable to investigate the alleged atrocities, and .had not received Bulgaria's offer of an international inquiry. The Greek Government has notified the Powers that tho Bulgarians ■ jcarvied off 27 notables from Kavalla, and that their fate is unknown. They include a bishop, the dragomans of the, French and Greek Consulates, tho manager of a bank at Athens, and 18 merchants. If they have been killed Greece wijl make reprisals. King Ferdinand cabled 1$ the "fcvoninc News" absolutely denying the outrages on Greeks and Servians The stories were circulated to create a bad impression. The population enjoyed without-Tospoct to nationality complete liberty. He admits that a number• o isolated arrests were made of anti-Bui garian spies and propagandists. On the other hand ho declares that tho Bulgarians were subjected to systematic persecution at the hands of hotreell The Salonika prisons were full of innocent persons, . and many transported to the Aeg^lands before the outbreak of hostihties. Servians, he says, were .gmlty of similar cruelties.
