An order issued four years ago by Mr Roosevelt, 'when President, dismissing Midshipman Joseph Austin for marrying without permission is about to be rescinded by the Democratic Congress. Mr Austin, when at Honolulu, defied tho rules of the sorvico by marrying the daughter of the Rev. J. Wadman, superintendent of the missions in the Hawaiian Islands. He was dismissed as a "warning to other lovesick midshipmen." The youthful lover started an athletic and social club at Gwinn, Michigan, which brought him four times his pay in tho navy. The House of' Representatives' Committee on Naval Affairs now recommends that ho bo reinstated and that four years' arrears of pay be given to him.
