Notwithstanding the pessimistic advices from the Balkans, the best informed circles in London, Paris, Berlin and Vienna anticipates peaceful settlement of the Serbo-Bulgarian dispute.

Bulgaria insists upon the full concession of the demands, believing a display of firmness will enable her to win most of them.

The latest messages prove that Russia will not support Servia in the event of war. Meanwhile Roumania is dissatisfied at her small territorial concessions. She holds the key yof the final issue in the event of war.

The "Telegraph's" Belgrade correspondent reports that as tho result of the concentration Bulgaria has a numerical superiority over Servia now of 85,000 infantry, a division of cavalry, and fifteen batteries of quick firers.

Conscious of this preponderance. Bulgaria has begun skirmishes on the Servian lines, almost; equivalent to an unofficial war. The Bulgarians crossed the river Zlatovschitza. It is officially stated that the Servians had 22 wounded.

Private reports declare that two companies were annihilated on both sides. Reinforcements of Bulgarian troops appeared on the Servian side of the Ashogovo mountain, explaining the position of the outposts. Fifty Bulgarians attacked the Servian outposts at Kumanovo, but were repulsed.
