THE MILITARY SITUATION.
FRENCH ARMY BILL.
Paris, June 16.
M. Etienne, Minister-of War, in a speech at Rennes, declared that Germany's sudden army increase indicated that she had designs on France. It wa3 necessary, therefore, ho said, for France to adopt triennium service if Frenchmen did not want to Gormany's vassals and satellites.
