Owing to the interest in Germany the full text of Admiral yon Tirpitz's speech has been issued.

Admiral yon Tirpitz -stated that he epoke enly for himself, but England could have no doubt of Germany's willingness to negotiate if she would begin. He urged the Press to handle the situation delicately
