Mr. Nowlands introduced a Bill in the Senate donning the, United States'<attitude in regard to foreign shipping. The Bill establishes the principle that tolls remitted on American vessels shall not be charged against foreign ships in order to pay -the cost of the operation of the Panama Canal.: , ...'•■ ~■ The attitude of President Wilson : towards Mr. Root's amendment is likely to affect the Senate's action considerably.
