'The Commissioners of National Education in Ireland, composed of Protestants and Roman Catholics, being unable to obtain an interview with the Premier or Mr Biarell in connection with the provision for primary education under the Home Rule Bill, communicated a memorandum to the press ■ showing that the expenses of the d'erpartment wore increasing automatically, and urgent reforms were long overdue, yet under the Bill the existing position would be stereotyped. The :normal development of the administration would cease unless the Home Rule Government could effect savings in other public departments or impose tVosh taxation on the Irish taxpayers.
