Sydney, May 10. Major-General Dorwood, who is returning to England from New Zealand, doclared that tho Dominion had coasod to be a free country owing to the multiplicity of laws. Ho complains that the fishery business was neglected, and tho bulk of tho trout was diseased. Unless tho, disease was checked New Zealand would coaso to be regarded as a happy spot for English enthusiasts on holiday.
