Capetown, Jan 5. A throe days' Labour conference at Bloemfontein recommended a white labour policy and tho establishment of a defeiico force, precluding its use in industrial disputes. It also favoured bounties in lieu of a protective tariff; the separation of whites and natives, each with advisory councils; and disapproved of the extension of the franchise to natives.
