RESIGNATION OF THE REGENT.

This was granted, and the retirement is on a pension of 50,000 taols. Tho ex-Regent adds that horcaflor all responsibility in political affairs is entrusted to the Premier and Cabinot, while tho Dowager is associated with the Emperor in the promulgation of decrees and state functions.
Tho revolutionaries at Shanghai have paid a quota equivalent to the Li Ken collections for the ensuing monthly instalment in connection with the Auglo-Gcrman loan.
