(Received Nov 29, 10.50 p.m.) London, Nov 29. In the House of Lords. Lord Courtnoy, in initiating a debate on Sir Edward Grey's statement, attacked tho Government policy in Morocco. Lord Morley said the essence of the 1904 agreement was that Britain should have a free hand in tho affairs of Egypt, and France the same in Morocco. It would be intolerable if Britain should take her share of the profits and then refuse France hers. There was no reason why Germany's naval expansion should impair the desire for cordial friendship pervading the whole nation. It was natural that Germany should desire to find territories for her surplus population. Lord Lansdowno said the 1904 agreement rendered a groat international service. Sir Edward Grey s speech was one of the most remarkable* a Foreign Secretary had ever delivered. It echoed what he believed was the general desire for better relations with Germany.
