UNREST IN ALBANIA.
The war in Tripoli is not tlio only matter that is disturbing the Turkish Government. Albania l^mains in a state of unrest. Agrarian nnd political crimes are said to have become more frequent. Tho failure of tli» Government to pay £20,000 promi'-cti to tire Malissori at Podgoritza for rebuilding their houses has caused tl.iiigerous ill-feeling. Not a piastre li.id been paid at the end of September, though the autumn rains had begun, ami tho pepole wero suffering gi-eas hardships. Further indignation «as caused by an attempt of the looal authorities to impose taxes on the Malissori v.ho descond into tho Bregumatia for the winter months, on the pretext that the exemption only extended to tho mountains. The local press urges the Government to carry out its promises made at Podgoritei in the spirit as well as the letter, and so prove its desire to improve the condition of the province. Failure to do so, it is pointed out, will be dangerous as well as impolitic.
