TIED PUBLIC HOUSE SYSTEM.

In the Assembly Mr Minahan moved in favour of the abolition of the tied public bouse system. He asked the House to appoint a Royal Commission to inquiro into the subject, arid declared that 99 per cent of the Sydney hotels were tied. He added that tho real evil was that the brewers' would not accept payment of debts on hotels, though 90 per cent of the hotelkeepers would settle with the brewers if given the opportunity. Other members enlarged on the growing evil of the system. Mr Bruntnoll declared that many hotels were tied for everything except tho sawdust on tho floors.
The debate was adjourned. A federation of labourers' unions, representing 2500 members throughout the Commonwealth has been formed. Politicians are rigidly excluded from holding office in the federation. (Received Nov. 23, 1.5 a.m.) Sydney, Nov. 22.
Tho Assembly made slow progress with the Arbitration Bill. The clauses are being forced through with the aid of the closure.
