Yuan-shi-kai has not visited the Assembly, as ho considers himself responsible to the Throne alone. Despite the Assembly's decision against hostilities the first brigade ot Manchus is leaving Pel--in routhwr.rds. The, Assembly has approv"d_ of a conference of provincials to d- c'vh on a monarchy or a republic. The Assembly has promised to guarantee the Court's safety, but not to grant pensions.
