Norway, Sweden and Germany are claiming the right of free admission into the United States of wood pulp and printing paper in the Canadian Reciprocity Act passed by Congress, and other European Powers are invoking the most favoured nation clauses. The wood pulp clause did not depend on the rest of the reciprocity treaty being confirmed; and President Taft had declared it in force, following the passing of the Reciprocity Bill.
