THE ITALIAN ULTIMATUM.
Constantinople) Sept 28. The Italian ultimatum was presented whereupon Ministers and the Presidents of tho Chamber and tho Senate met at an extraordinary council at the Palace. Tripoli telegrams state that the Italian panic and intervention are not justified, as the attitude of the Turkish and Arab population is exemplary. The Grand Vizier is exhorting calmness. All the banks are closed, and trade is at a standstill.
