Strategic reasons are assigned for the abandonment by Japan or Port Arthur as a naval base. The port is considered to be too far inland for effective defence purnoses, and its forts are consequently being dismantled and re-erected elsewhere. A new site for a fort has boen selected in Chinhai Bay, on the Korean coast, which commands the Yellow Sea and the Gulf of Pe-chi-li. as well ns protecting the western coast of Japan.
