Lord Rosebery, in a letter to "The Times," says he personally is not interested in tho amendments to the Parliament Bill. The parties being what they are, it is impossible for the Government, which is determined to make a great change, as a mere party measure to accent them, and it is impossible for the Opposition to enforce them. Fighting to the end will merely moan the creation of a vast number of peers. Abased and stricken as the House of Lords is, further humiliations is possible, and to tho humiliation will be added the consummation of its impotence. The House of Lords will be compelled to watch with folded arms tho passing of even- measure the Government m.iv choose to impose. This is all the leaders of the forlorn hope can achieve. Let them rather resplvo that when the swing of the pendulum places them in power their first work will be the construction of a strong and efficient second chamber. They will not have to wait long. When the country is faced with tho naked despotism of a single chamber Government it cannot fail to make an effort to be free. THE KING'S ENGAGEMENTS CANCELLED.
