Germany and France have been intermittently negotiating for an agraomont giving Germany industrial dvantages in connection with the railways in Morocco in return for Germany's placing on record a fresh recognition of France's special political interests. As Spain had been ignored Spain protested that one of the railwava traversed her sphere. The hitch was also partly due to the changes in the, French Ministry. Germany now sought to ro-open the discussions through the Agadir surprise.
