AMERICAN TRADE ARRANGEMENTS.

The United States does not propose to interrupt legitimate commerce with the Mexican States which are now m the hands of the rebels, but with a view of preserving American neutrality all trans-frontier shipments will be carefully examined. ~,,., , Cabinet is still undecided whether to recognise the belligerency of the rebels.
