PROHIBITION AND DRINKING.
AN UNANSWERED RIDDLE

Tho "Daily Telegraph" says that once more it is an unanswered riddle why the consumption of strong drink increases where prohibition is gaining ground, raised by the New Zealand drink bill. After dealing with several possible explanations, the paper says: "After all, these drink bills are inevitably unsatisfactory. What they show is not what the, community drinks, but how much is drank by drinkers whom they cannot dissociate from the Test. The statistics would be really informing if they recorded the number of tipplers year by rear, and thus answer the vital question whether abstainers were increasing or decreasing."
