Capetown, March 15. With a view to compelling a dissolution of the Shipping Ring tho Post Office Bill excludes from mail contracts any company that maintains the rehate system. A special clause empowers the Governor to differentiate both at ports and on the Union railways against cargo consigned to such company's vessels.
