The "Herald," commenting on Sir Joseph Ward's speech at the banquet here in his honour, says it was refreshingly wide of the limitations of local politics. In that way alone the Imperial Conference- has done immeaeurable service to tho Empire and the dominions. In its aspect and lSiger view the speech admirably befitted the Premier of -New Zealand en route to a great Empire Assembly, in which he •will have a due and honoured place. The "Telegraph" says that Sir Jopeph Ward's scheme of an Imperial

two-Power naval standard and co-op-eration for common purposes is new only so far as it postulates full local autonomy for each unit of the Imperial federation. Sir Joseph Ward will have to develop the scheme considerably before, iit can be placed on the table of tho Imperial Conference in a form that could even be discussed by practical statesmen.
