Conflicting reports are received regarding the Mexican situation. Apparently President Diaz has been stung to action since tho American troops appeared «v the frontier, and a war of extermination has been planned against tho insurgents. A species of martial law passed on Saturday provides for the execution of persons tampering with tho railways, wrecking trains, raiding villages and farms^ or cutting telegraphs. The War Minister announces that the full sctveaity of the law will not be applied for first oii'ences.

Tho Mexican Finance Minister, interviewed at New York, ridiculed tho suggestion that Americans sought to depose President Diaz.

Madcro, tho revolutionist leader, has addressed a note to foreign Powers 'guaranteeing the persons and property of foreigners residing in Mexico.
