[Mr. Dickinson, Secretary for War, speaking at the Southern Commercial Congress at A'ltanta, said the suggested solution of the negro probkm by voluntary removal of the younger negroes to a country provided by tho United States would be impracticable unless the negroes co-operated.

Mr Dickinson appealed to Southerners to remove the reproach of lynching and other outbreaks of mob violence.
