SPEECH BY MR. CHURCHILL.
THE GOVERNMENT PROGRAMME-

Mr. Winston Churchill, speaking at the National Liberal Club, declared that the Liberals intended to substitute for a lopsided and obsolete, second chamber a more or less evenly constituted House whoso balance would be preserved and corrected from year to year by some effective perennial contract with aJid in relation to> public opinion and tho popular will, hi tb? meanwhile the veto must go. Otherwise the dominant party wouki be compelled to plead while the minority was able to judge. The Liberal would argue while the Conservatives' would decide. He added that after the veto was abolished, reform of tho House, of Lords would take its place1 among the most important issues in modern politics. Mr. Churchill concluded by foreshadowing that Homo Rule, disestablishment in Wales, tho abolition of plural voting, the settlement of the land question for England and Scotland would be realised in tho lifetime of the present Parliament.
