The "Herald" publishes an interview with a resident of New Caledonia stating that there is little doubt that the Japanese Government was baliind the emigration of its subjects to tho Island. lie said that the French wore quite indifferent to the influx, as they were to most things. Useless officialdom reigned, and the colonists strongly objected to keep it in an extravagant life of luxury. French residents frequently expressed the desire that Australia should annex the whole cf the Loyalty Group, as the French Government utterly disregarded its facilities as a strong naval base.
