In the Assembly Mr Graaff, Minister of Works, speaking on tliei second reading of tho Mail Contract Bill, advocated modified passage rates similar to those between Italy and the Argentine, which might solve the South African labour troubles by inducing British workmen to come season after season as Italians go to the Argentine. He declared that the shipping ring was exploiting its monopoly regardless of South Africa. He intended to amend the Bill in order to C\inpower the concession of preferential treatment at ports to lines not belonging to the ring. Ho believed they could induce private ship owners to run a regular 19 days' thrice weekly service.
