SOUTH AFRICA.

■»■ - ■ REPRIEVE OF CONDEMNED PRISONERS. THE UNION ESTIMATES. [PnEßs Association—Copyright.] Capetown, Feb 14. Mr \V. P. Schrciner, in a letter, replies to the "Cape Times' " criticisms on the statement by Mr Harcourt, Secrtary of State for the Colonies, that he would never think of commenting on Lord Gladstone's exercise of the Royal prerogative in reprieving prisoners sentenced to death. Mr Schreiner supports Mr Harcourt in trusting to Lard Gladstone as "the man on the spot." Estimates of the Union expenditure for the coming year are £16,000,000, a decrease of £500,000 proportionately compared with the current estimates.
