Mr A'sqnith, in reply to Mr Malcolm and others, said General Sir lan Hamilton would get the profits arising from his book, containing Admiral Wilson's official memorandum. The public fmids were not involved, and the publication of the book did not require the Premier's sanction. The .document would be tabled and would thus become official.

Mr Birrell, replying to a question relating to Mr Thomas W. Russell's status, evoked Nationalist cheers by remarking that the prospect of reconstructing the Irish administration was not remote. Mr Fisher's (Unionist) amendment regretting the absence of provision for the relief of local taxation was negatived by 244 votes to 189. Its supporters urged that there was a steady increase in the Government's departmental demands, on local authorities, while legislation narrowed the sources of revenue, instancing the* higher license duties reducing the rateable value. The loss to the London ratepayers was £157,000 annually. The Government promised that a small committee would be set up to study a readjustment.
