THE DECLARATION OF LONDON.

AN OFFICIAL DEFENCE,

[Press Association—Copyright.] (Received Jan 28, 5.5 p.m.) London, Jan 28. Tho "Daily Mail" publishes what it terms an official defanco of tho Declaration of London. It points out that the ships of belligerents have no immunities under the Declaration, and for the security of food convoys are dependent upon their own navies. Opponents of the Declaration kept this view in the back ground, creating the impression that merchantmen, British or neutral, would sail the high seas unprotected, and at the mercy of the enemy. The Declaration secures and defines the rights of neutrals, and provides a tribunal uncontrolled by the bolligoronts. The question therefore is whether local prize courts are safer than international courts.
