Ifc pronoses that' the schools in one school area should bo voluntarily transferred to the State; two years being allowed for the negotiations, at a fair rental. Denominational schools should bo retained in urban areas, with, teachers in harmony with the distinctive character of the schools; but with the full rights of the children to receive other religious instruction, if their parents desire it. ! If the parents of 150 children are willing to build and maintain school buildings the local authority would ho obliged to recognise new denominational schools."
