PENNY POSTAGE.
EXTENSION TO FRANCE REFUSED.
(Received April 20, 10.45 p.m.) London, April 20. In reply to a deputation of members, Mr Herbert . Samuel refused penny postage to France, owing to the general financial position, and also because it would necessitate the extension of penny postage to Germany and Belgium. An extension to the whole of Europe would cost £,SSO,OOO. whereof France and Germany would oo3t £90,000 apiece.
