Paris, April 11. M. Briand, presiding at a banquet at which a thousand of his constituents at Saint Chamond were present, unfolded the Socialist-Radical majority's programme, including income tax, larger electoral areas, lengthening the period of the deputies' mandate by a periodical renewal of only one-third of the Chamber, a Bill regulating the position of State servants by the elimination of all possibility of injustice with such guarantees tEat they would not be tempted to resort to movements of revolt capable of imperilling tho nations vital interests. Two hundred Collectivi-t-Socialists outside smashed the windows, and came into conflict with the police. They stoned M. Briand and his supporters when they were quitting the hall. M. Briand was unhurt,
