STATEMENT BY MR FIELDING. (Received March 31, 11.25 p.m.) Ottawa, March 31. Mr Fielding, speaking in the Dominion House of Commons, referring to the agreement, said one result had boon a tacit recognition of the right of British colonies to give mutual preferonco. Retaliation was sometimes necessary in self-defence, but a tariff, war was deplorable. Canada was now able to give preference to Jamaica and other colonies. He emphasised the honourable compromise reached ; and acknowledged Mr Bryce's unfailing cooperation and support. He had firmly refused to give tho United States tho wliolo of the French treaty list, bnt he offered to reciprocate for special reductions below tho minimum American tariff. --
